believed that the killers of the American contractor Paul M. Johnson Jr. in Saudi Arabia were following the tactics of those in Iraq who carried out the murder of Nicholas Berg, another American. He said the beheading of Daniel Pearl, the Wall Street Journal reporter killed in Pakistan, was probably not part of the pattern.
"I think these guys have a very well-thought-out agenda," he said of the Iraqi captors. "This is not just barbarity for the sake of being barbaric. One wonders what the next step is going to be."
The militants in Iraq, Mr. Blanche said, are seeking to demonstrate their power to the United States and its allies.
